Basic Requirements:
Qualifying experience for the CP-9 level includes one (1) year of specialized experience equivalent to at least CP-8 or GS-9 level which is in the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position is defined as experience:: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to ensure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements and (8) providing functional staff advisory services within the contracting occupation. Duties are performed independently within established procedures and with assistance provided on new or unusual assignments. Exercises initiative and judgment in developing and coordinating the procurement package up to recommendation for award; award recommendations are reviewed prior to signature for documentation, judgment, and compliance with policies and procedures.

Applicants qualifying for the CP-10/ GS-12 level must have one (1) year of specialized experience equivalent to the next lower grade CP-09/ GS-11, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above AND independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems

Basic education requirement
- A 4-year course of study leading to a bachelor's degree with a major in any field;
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. This education includes one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the one year of full-time study requirement.
