    GS-11: To qualify at the GS-11 level applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-09 or equivalent), which is typically in or related to the position to be filled. Examples of specialized experience include:  researching, interpreting, and applying appropriate Federal laws, regulations, policies and guidelines in the area of recruitment, placement, and classification; providing management advisory services related to recruitment, placement, and classification; developing job analysis and assessment tools; analyzing personnel needs of an organization and recommending solutions to staffing problems; reviewing recommendations for promotion/reassignment to determine eligibility; and analyzing, evaluating and classifying positions to assign occupational series and grade.

    OR applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).

    OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

    GS-12: To qualify at the GS-12 level applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent), which is typically in or related to the position to be filled. Examples of specialized experience include: providing a broad range of advisory services in the areas of recruitment and placement, position management, classification, targeted recruitment, special employment programs, and workforce planning; working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization; analyzing, evaluating, classifying positions to assign occupation series and grade; performing job analyses to establish and validate rating, ranking, and selection criteria; and assisting in drafting HR management policies and guides to meet the needs and goals of the organization.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    1. Knowledge of HR principles, concepts, regulations and practices, analytical methods and techniques to resolve HR problems.
    2. Knowledge of HR management areas (i.e., recruitment, position management and classification, placement, staffing, compensation, leave etc.) sufficient to evaluate and make recommendations concerning overall plans and proposals for complex projects and to develop, interpret and analyze data extracts and reports from automated HR databases and/or develop the most efficient and effective approaches for management.
    3. Knowledge of and ability to design and conduct comprehensive HR studies and to identify/propose solutions to HR problems and issues.
    4. Skill in oral and written communication techniques to prepare/present briefings, develop written analyses, prepare reports, and respond to requests.
