    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
    • Certification. None required.
    • Experience and Education: One year of experience equivalent to the next lower grade level or 4 years of education above high school.
    • Knowledge of Current MSA Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.
    Preferred Experience: Experience should have been gained in a medical setting, preferably inpatient. Examples of qualifying experience would include duties such as, but not limited to: admitting, transferring, and discharging patients in VISTA/CPRS, maintaining patient files, verifying and acting on physician orders, reception of patients and their families, coordinating interdisciplinary team communication, scheduling post hospitalization follow up, data entry into VISTA/CPRS. Experience in inpatient units as support by ward administration including: general medical, surgical, oncology, intensive care, pre-operative assessment, ambulatory surgery, post anesthesia care, psychiatry, substance abuse treatment, short term rehab, long term care, and hospice units. Knowledge and ability to develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team.
    • Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
    1. Ability to operate computerized programs and databases to enter, modify and retrieve sensitive information/data into or from electronic medical records, scheduling systems and/or reports.
    2. Knowledge of basic medical terminology.
    3. Ability to make appointments in a clinical setting.
    4. Ability to work independently in the accomplishment of a wide variety of duties, including setting priorities and coordinating work.
    5. Ability to communicate effectively and professionally with employees at varying grade levels.

    The full performance level of this vacancy is GS-05.

    Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects.
