  • MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.

    SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

    You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

    I have at least one year of full time specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal government performing all of the following: 1) Conducting the full range of staffing and recruitment activities to include job analysis, posting vacancy announcements, qualifications review, and extending job offers; 2) Advisory services providing guidance and interpretation to staff and managers for human capital functions such as staffing and recruitment, compensation, unique appointing authorities, and other special authorities; 3) Ability to effectively perform a wide variety of assignments with competing deadlines; 4) Establish and maintain working relationships with all levels of an organization; 5) Effective communication orally and in writing to convey messages to a diverse audience; 6) Understanding of and application of laws, theories, practices, and techniques of Federal Human Resources Management to analyze and resolve complex issues.

    You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

    Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education cannot be substituted for experience in order to qualify at the GS-13 and GS-14 level.
