Job Description

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor’s Degree in reliability, electrical, mechanical or related engineering field.  Minimum of seven (7) years of considerable and progressively responsible program experience in applied reliability analysis, value engineering and systems assurance and/or technical maintenance experience.  Experience utilizing WebBased and PC software applications is necessary for spreadsheets, databases, and graphics.  Experience as a maintenance supervisor in the transit field or in related transportation control systems is highly desirable.

Or, an equivalent combination of post high school education and a minimum of eleven (11) years of considerable and progressively responsible program experience in applied reliability analysis, value engineering and systems assurance and/or technical maintenance experience.  Experience utilizing WebBased and PC software applications is necessary for spreadsheets, databases, and graphics.  Experience as a maintenance supervisor in the transit field or in related transportation control systems is highly desirable.

Job Summary/Duties:

This is a responsible, professional, and analytical systems reliability engineering work of a complex nature.  This position is responsible for establishing, reviewing and monitoring the effective reliability measurement and assessment activities for both existing and newly contracted revenue vehicles and vehicle components and other applicable contracted components/equipment in Car, Track, Structures, Power, Automatic Train Control, Communications, Automatic Fare Collection, Elevator/Escalator, Transit Bus, and other applicable revenue and non-revenue equipment.  The incumbent is responsible for effective warrant part tracking and closure, and timely identification of trouble components and supporting and validating maintenance and engineering recommendations for corrective actions.  The incumbent has considerable latitude for independent judgment and action within established guidelines.  Performance will be based on quality of equipment reliability support to maintenance offices within the Authority. 

Establishes program to monitor reliability performance of equipment systems against predetermined goals and monitors overall system failures and corrective actions in general to identify critical failure modes.  Provides routine, timely and effective engineering analyses and recommendations towards improvement of these systems.

Provides assistance to maintenance personnel on reliability issues and corrective actions to improve system performance and attain reliability goals.  Coordinates recommendations with engineering initiatives and recommends further initiatives based on reliability and performance analyses.

Develops and implements analytical methodologies for reviewing reliability, performance and warranty data and makes recommendations relative to data contained in WMATA maintenance databases.

Develops, implements, and monitors effective warranty methodologies and reporting systems to ensure contractors/vendors meet all reliability, performance and warranty requirements.

Proposes, develops and prepares comprehensive pertinent and necessary reports to apprise management of the status of Campaigns and their reliability, performance and maintainability as they relate to the Authority’s system goals and make recommendations towards successful implementation and close-out.

Prepares periodic, routine weekly and monthly reliability reporting and other reports as necessary.

Reviews reliability requirements in active contracts and in new specifications being developed.  Evaluates the requirements relative to the system goals of the Authority and provides appropriate recommendations and guidance in correcting any deficiencies in the various facilities comprising the total system.

Participates on reliability/maintainability field assignment committees and task forces at the direction of supervision.

Provides information to the Warranty Management Specialist in execution of the warranty management program(s) for vehicle and component contract procurements.
