The Town of Herndon, a diverse, dynamic jurisdiction in the Washington D.C. metropolitan area, is seeking a highly motivated and qualified Capital Projects Planner to research, analyze, and assess land development applications, assist in interjurisdictional and regional communications and forecasting, prepare and champion procurement of regional, state and federal grant funding for transportation improvements and the programming of same, as well as perform project management during the early stages of multimodal transportation project development.  The incumbent must exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations.  Interpersonal skills, ability to successfully communicate and negotiate with other transportation professionals, and an understanding of roadway and multimodal planning are central to accomplishing the core duties. 

The successful applicant must demonstrate the ability to coordinate, manage, strategize and correlate data and information in the planning of complex, multi-year funding strategies within a municipal government environment and multi-jurisdictional setting.  This position requires applied knowledge and understanding of a variety of advisory and design data and information, such as planning, zoning and budget documents, applicable articles of the State Code, concept plans and site plans including practical knowledge regarding the reading of scaled drawings such as site plans and engineering drawings. Experience in public involvement, problem-solving and consensus building and negotiation with diverse interest groups and individuals, as well as a demonstrated knowledge of grant writing, application processes and strategy for the funding of public infrastructure and programs are central to the successful execution of the position’s duties.  The ability to perform independent research and analysis of land use narratives and plans, and anticipate potential off-site impacts on adjoining jurisdictions is a core responsibility of this position.  Excellent written communication skills and attention to detail are required.
