  • Current or former Senior Executive Service members must submit documentation of their SES status and a narrative statement addressing only the Mandatory Technical Qualifications. Unless you are currently serving under a career SES appointment, or have successfully completed an SES Candidate Development Program, approved by the Office of Personnel Management (OPM), and been certified by OPM, you must also submit a narrative statement covering each of the Executive Core Qualifications (ECQs).

    To meet the minimum qualifications, applicant must possess the following Mandatory Technical and Executive Core Qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of an office or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

    Graduates of approved SES Candidate Development Programs must include a copy of their OPM certification of eligibility and a narrative statement addressing only the technical qualifications.

    To be considered, all applicants must address each of the Mandatory Technical Qualifications listed below in a narrative statement.

    Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of the programs managed, program accomplishments, including results of your actions, policy initiatives, and level of contacts. Each Technical Qualification and each ECQ, if required, must be addressed separately and include experience (paid and unpaid), education, training, awards, and/or self-development activities related to each. For assistance in preparing your narratives, refer to the Guide to Senior Executive Qualifications at http://www.opm.gov/ses/references/GuidetoSESQuals_2010.pdf. Narrative statements may not exceed 2 pages for each individual Technical and each individual ECQ. If you exceed these limits, you will not be considered.


    Technical Qualifications:
    1. Knowledge of and experience in the management of a variety of complex operational programs, including two or more of the following: Financial Management, Acquisitions, Human Resources Management, Facilities, and Administrative Services.
    2. Demonstrated knowledge of budgeting processes, either for operational or programmatic purposes.
    3. Demonstrated ability to develop effective strategic plans and to apply experience to solve complex problems and develop innovative strategies and approaches to meet a full range of management and/or operational situations and issues and organizational goals.
    Mandatory Executive Core Qualifications:

    ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to the ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    Fundamental Competencies: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation.

    This job does not have an education qualification requirement.

    Telework Suitability:
    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:

    Selection may require completion of a 1-year probationary period.

    Selection may require completion of a 1-year supervisory or managerial probationary period.

    If selected, you will be required to file a Public Financial Disclosure Report (OGE Form 278).

    Applicants must be eligible to obtain and keep a security clearance. Appointment is subject to the successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

    Work Schedule:

    This position will be filled as full-time.

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Agency's Executive Resources Board (ERB) will evaluate your application to determine the degree to which you meet the qualification requirements for this position, based upon the quality and extent of your total experience, education, and accomplishments. The ERB will refer the top candidates to the Director, USTDA. If required, the selectee's ECQs will be submitted to the OPM Qualifications Review Board for review and certification prior to final selection.
