    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience for this position includes:  public affairs experience that includes communicating effectively both orally and in writing with leadership and the public at all managerial and technical levels; experience developing professional briefings, presentations, and persuasive positon papers; and experience facilitating to conduct planning sessions and build consensus to identify targets of opportunity, alternatives, goals, and objectives.

    Education cannot be used to substitute for experience at this grade level.
