    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience for this position includes experience coordinating, developing and implementing veterans training and employment policies and programs to include analyzing and evaluating the effectiveness of an agency's outreach programs and services by providing recommendations and strategies. 

    Education cannot be used to substitute for experience at this grade level.

Writes in a clear, concise, organized, and convincing manner for the intended audience.
