FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of law office administration and management. Skill in applying analytical and evaluative techniques to identifying, considering, and resolving office management or administrative issues or problems (particularly of a procedural nature).
Knowledge of federal government Department of Defense and Air Force organization, structure, and chain of command; general knowledge of federal and Air Force operating guidelines. Of particular benefit is knowledge of records management, including FOIA.
Knowledge of knowledge management and information retrieval, particularly including computer database search and Internet search for both records and data relevant to job functions. Knowledge of laws, regulations and policies governing fiscal, ethics, civilian personnel, and administrative law would be of added benefit.
Ability to operate various computer systems and standard business software, particularly Microsoft Office suite (Outlook, Word, Excel, Power Point, SharePoint) and Adobe (PDF), and associated peripheral equipment. Must include the ability to create and utilize documents (Word), databases, spreadsheets and presentation graphics in supplies of transactions and presentations intended for a senior/high visibility audience.
Demonstrated organizational skills as to office procedures, file/records creation and maintenance, juggling multiple tasks and priorities and keeping track.
Skill in written and oral communication. Knowledge of interpersonal and public communication skills sufficient to communicate effectively both orally and in writing. Experience/skill in interacting with senior level officials (political and/or institutional) and a calm and professional manner.
Ability to independently analyze information, determine action needed to address, and follow through either to obtain additional guidance or take action to complete tasks/projects. Ability to independently perform legal research, both on-line and using traditional methods, and to answer questions, including substantive questions requiring research or technical knowledge.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
