Specialized Experience: GS-13: At least four (4) years of experience in contracting or related positions that include one (1) year of specialized experience (equivalent to at least the GS-12 grade level in the Federal service) obtained in either the private or public sector which demonstrates the ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; and determining eligibility of small businesses to compete for federal related contracts (i.e. contract development, supplier training, supplier development). These qualifications must be clearly referenced in your resume.
Positive Education Requirement: In addition to the basic/specialized experience you MUST have a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
In addition to meeting the qualification/education requirements, you must possess a current Level II Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Initiative Act (DAWIA) Certification for Contracting (Level II) or any successor certification.

NOTE: In accordance with the National Defense Authorization Act (NDAA) for FY16, you must have successfully completed ALL of the mandatory training requirements to obtain Level III FAC-C, DAWIA (or any successor) Contracting certification within 1 year after the date you were appointed to the position. You will be required to sign a training agreement.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
