Performs complex accounting and budget work for HCD/FCRHA federal Housing Choice Voucher and Moving to Work programs and grants in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and U.S. Department Housing and Urban Development (HUD) accounting standards for the Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) that generate an annual operating budget of over $70 million. Specifically, provides the primary oversight for the landlord payment process that totals approximately $4.9 million monthly and supervises and approves the processing of journal entries and accrual transactions across multiple grants. Additionally, supervises a staff of three Administrative Assistant IVs that carry out the daily, weekly, and monthly financial activities associated with facilitating tenant housing assistant payments for Fairfax County clients and portability clients from other jurisdictions.

Primary areas of responsibility include:
  • Provides oversight and approval of the bi-monthly housing assistance pay packages
  • Tracks and reports monthly program utilization and trends
  • Continually streamlines current automated and manual processes
  • Conducts monthly reconciliation of portability, tenant account receivable, landlord accounts receivable and collections
  • Oversees and reconciles the financial activity of the Family Self Sufficiency escrow accounts
  • Conducts monthly reconciliation of trial balances and correlating general ledgers between Yardi, DHCD's in house enterprise system compared to FOCUS
  • Prepares projections and compiles financial data for the various county budget submissions and monthly Voucher Management System submissions required by HUD
  • Formulates trial balances into balance sheets, income statements and cash flow statements monthly
  • Supports the Financial Specialist III in fulfilling FCRHA and HCD's complex financial reporting requirements related to the federal Moving to Work (MTW) and Housing Choice Voucher (HCV) programs using various systems
  • Ensures compliance with county financial and grantor policies
  • Interacts extensively with several information technology systems including the County's Enterprise Resource Planning (ERP) financial system (FOCUS), Microsoft Office suite, Data Warehouse, and the agency's internal enterprise system (Yardi)
Works under the supervision and direction of the Financial Specialist III.

Note: The salary offer for the position will not exceed the mid-point of the advertised salary range Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 18 credit hours of intermediate level accounting or higher; plus two years of professional accounting experience, including one year of experience working with automated accounting systems. CPA certification, or a master's degree in an appropriate field, may be substituted for one year of required experience.

PREFERRED QUALIFICATIONS:
Experience working with U. S. Department of Housing and Urban Development (HUD) programs and governmental finance, budget and accounting processes, procedures and techniques as they relate to county and grant funds. Knowledge and experience with governmental financial information systems such as FOCUS, Data Warehouse, and Yardi. Ability to work independently, perform quantitative analyses and coordinate financial and accounting projects. Ability to analyze and interpret financial and accounting data to project program activity and to assist with agency decision making processes. Should possess strong organizational, supervisory, communication and customer service skills. Proficient in Microsoft Office Suite.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
