    BASIC QUALIFICATIONS
    Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this Associate Director for Education position. In order to qualify for this position, applicants must meet the Basic Qualifications AND the specialized experience requirement noted below.

    A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

    B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

    C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

    D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

    SPECIALIZED EXPERIENCE
    In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated leadership skills in managing the educational programs of a large museum, research or education center, or cultural organization.

    The applications that meet the basic qualifications will be evaluated further against the following criteria:

    1. Demonstrated skill in effective coordination of goals and programming for serving the educational needs of diverse and large audiences. This should include skill leading at the managerial level to set a vision, develop key strategies for creating and sustaining high performance organizations, goal setting and executing success factors for a large organization.

    2. Demonstrated experience in the creation, implementation and assessment of innovative educational programming.

    3. Demonstrated ability to cultivate collaborative relationships with outside groups and individuals at the local, regional and national levels, as well as internally within an organization.

    4. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.

    SUPERVISORY CONTROLS
    The incumbent receives general supervision from the NASM Deputy Director who provides broad guidance in terms of overall policy, program objectives, and delegated authority.  Within policy guidelines and established objectives, the incumbent plans and directs all aspects of programs and functions within the Education Directorate, exercising a high degree of managerial knowledge and ability.  The incumbent routinely consults with the Deputy Director, particularly on sensitive policy matters and issues of controversy, and keeps him/her apprised of the status of program activities through discussions and periodic reports.  Work performance is assessed in terms of supervisory skill, ability to make positive contributions as a team member, adherence to schedules and budgets, and the effectiveness of educational programs and plans.

    SECURITY LEVEL
    This position has been reviewed to determine the level of POSITION SENSITIVITY.  Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK.  This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
