Enhances and updates the department's internet and intranet sites by designing web pages and developing web-based applications. Actively solicits feedback from department entities, performs needs assessments, and develops division and user requirements to meet organizational goals. Analyzes, designs, develops, and supports web-based applications and reports for both internet and intranet environments, including needs assessment, programming, testing/acceptance, training, security, performance, documentation, and on-going support. Develops internet/intranet pages, sites, applications, and reports using: C#, Visual Basic, JavaScript, ASP.NET 4.5 (ASP.NET MVC, ASP.NET Web API, Entity Framework, LINQ, etc), SharePoint, JavaScript, VBscript, SSRS, SSIS, Adobe Acrobat, Adobe Photoshop, MS SQL Server Management Studio, Visual Studio, as well as other tools as needed or available based on DIT standards. Utilizes Drupal for Web Content Management (WCM) and Google Search which are being implemented for the new public website design. Analyzes integration of internet/web technology with existing or new enterprise applications, databases, client/server systems, and other platforms. Develops implementation and support plans for web-based applications. Analyzes new internet-related technologies to determine applicability to agency initiatives and projects. Documents sites as they are developed.

Required Knowledge Skills and Abilities Knowledge of Internet/intranet technology;Knowledge of programming language such as VB Script, HTML, Java, JavaScript;Knowledge of current software such as Windows NT, Microsoft internet products, ASP, Web browsers, and graphic imaging tools;Knowledge of TCP/IP and network routing protocols;Ability to develop and implement new and innovative internet/intranet-related methods,techniques, and procedures;Ability to design Web pages;Ability to install, configure and maintain Web and applications servers;Ability to write comprehensible user system documentation;Ability to communicate with users and translate technical matters into understandable terms;Ability to assist users in solving operational problems related to Internet/intranet;Ability to train and provide support to Internet/intranet users. Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to completion of an associate degree with course work in computer science or graphic arts; plus Internet/intranet experience that is demonstrated by the completion of at least two projects using platforms and technologies listed in the preferred qualifications section of the job announcement, or two years of ongoing Internet/intranet development or support tasks. An industry recognized certification may be substituted for some of the experience that is required.
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

  1. Bachelor's degree in Information systems or Information systems development.
  2. Over two years of experience developing web, windows, and console applications using C# with a mix of GUI and server-side development.
  3. Maintaining, debugging, and troubleshooting existing C#/.NET applications, participating in technical design and creation of technical specifications, reviewing software requirements in order to give development estimates and product feedback.
  4. Performing unit testing and code reviews and drafting technical documentation.
  5. Demonstrated experience in front-end web scripting code, testing, and deploying project to web server utilizing JavaScript, HTML5, CSS3, jQuery, Angularjs, Angular, and React and in back-end applications utilizing C#, ASP.NET MVC, ASP.NET Web API, and Entity framework.
  6. Experience in design and development in MS SQL Server and create reports in SSRS.
  7. Experience with managing web content for a government website.
