    You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position.     Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

    Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

    Specialized experience for the GS-11 includes experience assisting with applying human resources staffing and recruitment principles, practices, laws, and regulations, coding and processing personnel actions using human resources systems, organizational design, position management, restructuring, and pay/compensation integration and participating on a project team involving HR operational process change and improvements;

    OR

    Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management, Business Administration.

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

    Specialized experience for the GS-12 includes experience interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services in recruitment and placement strategies, reviewing, coding and processing personnel actions, organizational design, position management, restructuring, and pay/compensation integration and participating on a project team involving HR operational process change and improvements.

    Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

    Specialized experience at the GS-13 includes experience serving as a subject matter expert interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services in recruitment and placement strategies, serving as a quality reviewer in coding and processing personnel actions, organizational design, position management, restructuring, and pay/compensation integration and leading a project team involving HR operational process change and improvements.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education may not be substituted for specialized experience at this grade level.

    Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

    KSA 2 - Knowledge of advanced human resources principles, concepts, and practices, including position management and organizational design, sufficient to identify and propose solutions to human resources management problems and issues that are characterized by their breadth, importance, and severity and which have not been susceptible to treatment by standard methods.

    KSA 3 - Knowledge of position classification and position management principles, policies, concepts, practices, and techniques sufficient to ensure position classification accuracy and consistency, to interpret and apply position classification standards, and to communicate grade distinctions to management with supporting criteria and justification.

    KSA 4 - Skill in oral and written communications to present a variety of persuasive briefings to senior management on complex technical issues related to recruitment, placement, position management, and/or position classification.

Next, your responses will be evaluated by a Human Resources Specialist and/or a subject matter expert against the information provided in your resume and optional cover letter.
