    • Eligible candidates for this position must be able to obtain and maintain a Q sensitive security clearance. 
    • The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data as well as Top Secret National Security Information which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess and maintain a DOE "Q" Clearance.
    • This position has also been assigned as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.
    • This position is not included in the Bargaining Unit under NTEU.
    • The employee may be required to undergo safety training and use protective equipment and clothing such as safety glasses and steel toe safety shoes.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12 level for GS-13 applicants or GS-13 level for GS-14 applicants) in the Federal service. Specialized experience for this position is defined as:

    For the GS-13 Level:

    1. Serves as a technical advisor on safeguards and security, emergency management, and critical infrastructure protection matters;
    2. Implements a Headquarters (organization/agency level) Security Officer program;
    3. Improves security and emergency management systems, identifying deficiencies, implementing controls and correcting vulnerabilities; and
    4. Writes clear and effective correspondence, reports, and other written materials for internal and external distribution to broad audiences, including senior leaders in government, business, and/or academia. 

    For the GS-14 Level:

    1. Represents an organization as a technical expert on intra- and interagency government and industry working groups that focus on protection of national critical infrastructure assets as well as a National Laboratory. 
    2. Implements a Headquarters (organization/agency level) Security Officer program;
    3. Provides oversight for all field site security operations; and
    4. Provides highly technical guidance and security policy advice to top officials on the protection of information, property, facilities, or operations from unauthorized disclosure, diversion, misuse, theft, assault, vandalism, espionage, sabotage or loss.

    1. Knowledge of laws, policies, and regulations governing federal security programs.
    2. Skilled communicator. Effectively communicates verbally and in writing, including correspondence and reports to persons and organizations with varied technical, government, and business backgrounds.
    3. Skilled in the implementation and management of a Headquarters Security program.
    4. Ability to oversee Field Site Security Programs as well as Emergency Response and Critical Infrastructure Protection activities.
