    For the GS-09 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

    Specialized experience is defined as experience researching laws, regulations, and precedents concerning union proposals and performance and/or conduct based issues; providing technical advice and guidance with senior staff assistance; preparing draft documents and responses for senior staff.

    For the GS-11 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. 

    Specialized experience is defined as experience providing advice to management and employees on a full range of employee and labor relations issues such as preparing submissions to the MSPB, developing settlement agreements to resolve ER matters, preparing labor agreements, and participating in negotiability determinations. 

    For the GS-12:  Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

    Specialized experience is defined as experience providing advice to management and employees on a full range of employee and labor relations issues ; preparing submissions to the MSPB, developing settlement agreements to resolve ER matters, preparing labor agreements, participating in negotiability determinations and making case presentations in arbitrations. 

    Education Requirements:

    Education may be substituted for specialized experience at the  GS-09 and  GS-11 grade levels ONLY or  a combination of education and experience.

    GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree orLL.M., if related

    There is no education substitution at the GS-12 level.

    College Transcript and Evaluation of Foreign Education - The Department of Labor does not recognize academic degrees from unauthorized secondary schools or post-secondary institutions that are not accredited by an accrediting body recognized by the Department of Education.  Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.     Influencing/ Negotiating- Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.

    Personnel and Human Resources -  Knowledge of  labor relations and employee relations theories, principles and practices.

    Problem Solving -Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
