    Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.

    Qualifying specialized experience must demonstrate the following:

    • Experience applying U.S. visa laws as they relate to national security vetting of U.S. visa applicants;
    • Experience analyzing and interpreting information from multiple sources, including from the intelligence and law enforcement communities;
    • Experience providing comprehensive and cogent advice on U.S. anti-terrorist, anti-espionage, and foreign policy statutes as part of the U.S. visa process;
    • Experience representing agency opinions and negotiating inter-agency decisions and clearance processes in the context of vetting and screening U.S. visa applications; missions, and amendments to regulatory materials;
    • Experience analyzing U.S. visa types, U.S. visa ineligibility grounds, U.S. sanctions, and coordination of implementation of visa policies affecting aliens subject to Presidential proclamations (Section 212 (f) of the Immigration and Nationality Act)

    Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each pre-defined quality category.
