SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower next lower NNSA Demonstration Project pay band (EN-00) or GS grade level (GS-11) in the Federal service.

Specialized experience for this position is defined as experience performing at least four of the following six duties:

  • acquisition planning;
  • contract solicitation, evaluation and pricing;
  • contract negotiations;
  • source selection;
  • contract award; or,
  • post award contract administration.

Education may not be substituted for specialized experience.

Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. DO NOT write "see resume" in your application!

  1. Knowledge of and skill in applying various types of acquisitions and the federal procurement process sufficient to plan and carry out long-term contracting functions. This includes the principles of acquisition strategy sufficient to develop and implement an acquisition plan for highly complex services or systems.
  2. Knowledge of price/cost analysis techniques and cost estimating relationships, sufficient to evaluate contractor s proposals necessary for the preparation of a pre-negotiation position.
  3. Knowledge of contract types, methods and techniques including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, and special provisions relating to proprietary rights sufficient to plan and carry out contracting functions.
  4. Skill in interpreting legislative, regulatory and policy guidance to determine the effect on procurement/contract activities.
  5. Skill in communications for preparing and presenting information concerning procurement, status briefings and recommendations, complex contract specifications and justifications, and technical reports, and to articulate positions in a persuasive manner with high level agency officials and industry representatives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Requirements:

Degree: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
