Minimum requirements: *At least an active secret clearance is required* * At least 3-5 years of experience leading or supporting projects in the Federal sector * Excellent writing, communication, and organizational skills * Ability to work independently while meeting critical deadlines in a dynamic environment* Able to take initiative, manage own workload, and assume responsibility for tasks * Ability to exercise sound judgment and innovative thinking * Significant experience leading or managing EVM implementation and analysis * Proficient with Earned Value Management concepts and guidelines, eg working knowledge in deployments of tools such as Cobra and Microsoft Project; accounting tools; and have experience with Microsoft Office Tools or equivalent business applications. * Experience in the presentation of Earned Value Management reporting to all levels of clients including senior management. * Responsibilities include assisting in the development and maintenance of:* performance measurement (cost/schedule) baseline; implementing EVM processes; * working directly with the Project Managers to assist in the management of their respective account baselines; * prepare the Project Manager and provide trend analysis for the monthly reporting* Demonstrates proven knowledge and success in a Project Management Office for large programs in the federal government environment, emphasizing the following specialty areas:* earned value management systems,* governance, planning and controls, performance measurement* reporting, communications and stakeholder management* EVMP Certification Additional requirements:* Experience administering and maintaining existing and new EVMS (currently MS Project Server 2010, MS Project Professional, Deltek Cobra andwInsight, and SharePoint Server)* Experience developing custom monthly EVM reports that detail status and progress on all projects and initiatives and are ANSI/EIA Standard-748compliant. * Experience preparing reports for Management by Exception, CostPerformance Report (CPR), Budget at Completion (BAC), Estimate at Complete (EAC), Variance At Completion (VAC), Estimate to Complete (ETC), EVM Graph, Hours by Resource, EV Trend Analysis, Planned Value, Earned Value, Actual Costs, Schedule Variance, Cost Variance, Schedule Performance Index (SPI), Cost Performance Index (CPI), Schedule Variance Percentage (SV%), Cost Variance Percentage (CV%), Earned Schedule (ES), To Complete Performance Index (TCPI), EarnedSchedule, and any other reports as requested for current and cumulative periods;* Ability to conduct detailed analysis of all EVM data and input into monthlyEVM reports and/or web application dashboard. * Ability to create detailed analysis that should include Earned Schedule Analysis, Percent Spent and Percent Complete, and Estimated Outcomes;* Experience developing or implementing EVM methodologies (ie Create/Recommend methods to accurately determine the status of the work-in-progress) for better tracking labor, materials, Other Direct Costs (ODCs), etc.;* Experience communicating EVM process updates to CAMs and Plannersthrough documentation, meetings, and/or training
