Overview The Program Manager provides support to the Department of Transportation (DOT). This position implements, manages and controls all program directives required for executing a portfolio of growth initiatives. This position works with senior management to establish program priorities and is accountable for ensuring profitability, quality execution and client satisfaction while operating all program activities according to established policies and procedures, as well as within stipulated budgetary confinements. ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include the following. Other duties may be assigned.Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.Responsible for the operation of a Program Management Office (PMO) that provides guidance and direction for multiple, concurrent task orders in one or more functional areas relating to Information Technology Services.Responsible for task order request evaluations and the identification of the task orders to be bid.Responsible for strategic business and tactical planning, governance, decision making, and program planning, control, reporting, administration, and communication as applicable.Responsible for assisting DOT in the coordination, alignment, integration, and synchronization of service delivery, initiatives, and operations related work performed throughout this IDIQ. This includes support to DOT in the evaluation of performance; timeliness of submission of contractual deliverables; support to DOT functional offices regarding program reviews, status, performance, and actual or anticipated problems; and performance of Task Order administration.Supervises the creation of the task order's technical solution and supervise the selection of a proposed staff for the task order; after task order initiation, provides technical and programmatic leadership also maintaining an overall perspective across DOT through Task Order relationships. Monitors interactions to identify areas where customers may be working at cross purposes or otherwise impacting one another's performance and could inhibit enterprise related efforts.Supervises the PMO's program control and quality assurance support organizations to ensure that all task orders meet DOT requirements and serve customer's needs. Supervises the individual Task Managers with the performance of Task Order duties. Resolves task order personnel management issues.Reviews and approves all deliverables. Responsible for the development and increase of business pertaining to the contract and has profit/loss responsibility.Serves as authorized liaison for the customer's Program Directors. Interfaces with management personnel, contract staff, and other cognizant officials.Provides supports and assistance to include meeting setup and scheduling, minutes capturing, facilitation, development of briefing materials, and other general meeting support as required. For each meeting supported, delivers written meeting minutes summarizing substantive discussion points and action items from the meeting.Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.Manages a team composed of task leads over IT and Information Security, and CIO support projects.Organizes, directs and manages support services for all activities. Ensures contract remains fully staffed, on target, within scope and within budget. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.EDUCATION / EXPERIENCEBachelor's degree and minimum of ten (10) years direct experience in program management, or equivalent combination of education / experience. Specialized, progressive experience in program and/or project management for complex IT programs/projects to include project plan development and project schedule management, risk management, financial management, resource and staffing management.
