SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower next lower NNSA Demonstration Project pay band (NQ-02) or GS grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as experience performing emergency management work including managing and coordinating with other entities, the prevention of, protection from, preparedness for, response to, recovery from and/or mitigation of intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.

  • Knowledge of Continuity of Operations (COOP) and Emergency Preparedness doctrine, requirements, procedures, and activities, particularly as they relate to essential federal government emergency management readiness programs.
  • Ability to perform policy and planning analyses for senior management in evaluations of complex cross-cutting issues and proposal of solutions with recommendations that significantly and directly affect Continuity of Operations (COOP) and Emergency Preparedness policies and programs. 
  • Knowledge of Presidential Policy Directive 40 Federal Continuity Directive 1 and 2 (FCD1/FCD2) program requirements, procedures, and activities particularly as they relate to the development and performance of a Federal, State, or Local Continuity program.
  • Ability to conduct policy and planning analysis to evaluate complex cross-cutting issues and proposal of solutions that significantly and directly affect policies and programs associated with Continuity of Operations program elements.
  • Ability to communicate orally to successfully build coalitions and sustain inter-relationships with federal, state and local stakeholders, field offices, and other organizational elements.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
