NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities. HCP that are unable to receive or otherwise decline a flu shot will be expected to wear a face mask throughout the influenza season. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-12 position you must have served 52 weeks at the GS-11 level.
Specialized Experience GS-12: Must have at least one year of specialized experience equivalent to the GS-11 in federal service. Specialized experience is experience that has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:
- Experience in determining appropriate classification of complex positions for wage grade and general schedule positions, including professional, technical, administrative, clerical positions, by determining the appropriate title, series and grade of positions.
- Experience providing classification and position management advisory services to management and other leadership regarding policies, procedures, and guidelines relating to classification and position management.
- Experience in reviewing new or proposed classification guidelines and makes recommendations to management on the need for changes in existing policies.
- Experience in conducting desk audits regarding positions.
- Experience completing studies for reorganizations to ensure compliance with position management for the services as it applies to position allocations, job series, and classification requirements.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
