The Department of Housing and Community Development (HCD) is seeking a dynamic, results-driven individual to be the next Director of Administration. This position plays a key role on HCD's Senior Management Team that plans, implements, administers and evaluates all HCD programs. HCD's mission is to create and preserve affordable housing and caring, livable communities; serve the diverse needs of Fairfax County's residents through innovative programs, partnerships and effective stewardship; and foster a respectful supportive workplace.

The Director of Administration is responsible for overall direction and coordination of agency-wide policies and procedures, Human Resources (HR) management, payroll, workforce planning, organizational leadership development, HCD and Fairfax County Redevelopment and Housing Authority (FCRHA) awards programs, Continuity of Operations Planning, emergency planning, security management and risk management. Also, responsible for overseeing facilities management for HCD's headquarters.

Collaborates with all divisions to implement the vision and values of the agency. Develops and implements policies and procedures to support agency strategy and priorities. Supervises professional and technical staff. Selects, coaches and oversees staff members' performance management and professional development. Develops and implements Organizational Development and Training (OD&T) initiatives and interventions as well as selects OD&T vendors through the County procurement process.

The ideal candidate will be a change agent and innovative thinker, who builds strong relationships across the county as well as internally and is able to influence processes to achieve organizational goals. The ideal candidate will be skilled in team facilitation, coaching, knowledge of team dynamics, leadership development, management and methodology. The candidate must possess a strong management background with proven experience in organizational change and workforce planning. The candidate must possess extensive knowledge of federal, state and county laws and mandates governing human resources. Experience in emergency and security management a plus, as is experience in managing professional and technical staff with diverse responsibilities.

Must be results driven and detail oriented, with the ability to multi-task. This job requires excellent communication skills (verbal, written and presentation). Must be a skillful communicator who can manage diverse programs and projects from inception to completion. Capable of detailed analysis and critical thinking. Represents the agency as needed to DHR, DMB, Office of the County Attorney, the Civil Service Commission, Risk Management, the County and Deputy County Exec, Board and FCRHA members, and other government officials.

Employment Standards EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in public or business administration, human resources, organizational development or related degree; plus six years of progressively responsible managerial experience in the field of human resources. A master's degree may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a driving record check and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's degree in human resources, public or business management or organizational development
  • Certification as SHRM SCP, SPHR, GPHR, or IPMA-HR SCP
  • Extensive supervisory and management experience with experience supervising multiple levels of subordinate management
  • Experience managing organizational change and workforce planning
PHYSICAL REQUIREMENTS:
Employee will be required to do some walking, standing, bending, work requires the ability to operate keyboard-driven equipment and to sit for long periods, must be able to carry up to 10 lbs. and climb stairs. All duties performed with or without reasonable accommodations.
