Supports the development, design, review and management of a diverse range of active transportation projects, plans, feasibility studies and programs. Reviews transportation facility design plans and resolves project issues for bicycle and pedestrian facilities. Develops scopes for active transportation projects including on and off-street facilities and signage. Supports the expansion of the bicycle parking and Capital Bikeshare program. Researches, gathers, interprets and prepares data for studies, policies and comprehensive planning efforts. Prepares a variety of technical documents and maps for decision-making and presentation purposes. Coordinates the collection and analysis of pedestrian and bicycle counts and bike share usage. Develops Requests for Proposals (RFPs), scopes of work, project deliverables, budgets, and schedules, and administers contracts. Researches funding opportunities for bicycle and pedestrian transportation projects and programs through local, state, and federal grants and participates in the development of grant proposals. Supports educational and encouragement activities related to public outreach with regard to active transportation. Fosters collaborative working relationships with local and regional stakeholders to advance active transportation planning and implementation of projects in Fairfax County. Regular attendance of public meetings, public hearings, workshops, and outreach events outside regular office hours is required.

Required Knowledge Skills and Abilities Depending on the functional area of assignment, must possess the following KSAs:
  • Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment;
  • Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to establish and maintain effective working relationships with county and government officials and the general public;
  • Ability to supervise and train staff.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Applicants should have experience in performing transportation planning or design for active transportation projects and/or programs. Applicants should demonstrate knowledge and understanding of current principles and best practices related to the field of active transportation planning and facility design. Familiarity with contract administration, data analysis and grant applications is desirable. Applicants should have strong analytical, verbal and writing skills. Applicants should have ability to ride a bicycle.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to. Read data on computer monitor. Incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may be required to lift up to 25 pounds. Walk, bend, stand, drive a motor vehicle/ride a bicycle. All duties performed with or without reasonable accommodations.
