As a Contracting Officer I, you will perform a wide range of pre-award and post-award functions for limited dollar value construction or Architecture/Engineer (A/E) project contracts, goods and services contracts, and other procurements. Your work will directly impact fair and open competition and the cost, quality, and consistency of construction, and goods and services.

Contracting Officer I

This is a developmental position at “the middle rung of a career ladder” and is intended to lead to full performance level work.

Serves in the Procurement and Contracts Department of the Office of Supply Chain Management at the Headquarters Office or Washington Dulles International Airport.

Performs a wide range of Contracting Officer functions, from pre-award to post-award. Reviews, plans, solicits, evaluates, awards, and administers procurements and contracts. Procurements and contracts cover Architecture/Engineer (A/E) and construction projects, consulting, supply and service contracts, and leasing and maintenance agreements. Performs related functions.

GENERAL RESPONSIBILITIES

Participates in program reviews and pre-negotiation conferences.

Reviews procurement documents.

Selects contract type based on a variety of considerations. Determines appropriate method of procurement and plans the procurement schedule.

Prepares solicitation documents.

Conducts market research to identify potential offerors who can satisfy solicitation requirements and meet socioeconomic goals and requirements (e.g., Local Disadvantaged Business Enterprise [LDBE], Women's Business Enterprise [WBE]).

Acts as the sole point of contact to potential offerors during the pre-award period.

Conducts reviews of submitted proposals.

Prepares price or cost analyses and conducts negotiations, as appropriate, to obtain price and other terms and conditions most advantageous to the Airports Authority. For construction contracts, coordinates the solicitation process from pre-construction/pre-performance conference through Notice to Proceed and Contracting Officer's Technical Representative (COTR) letters.

Performs contract administration.

Participates in mandatory and voluntary formal training.

Performs other duties as assigned.


QUALIFICATIONS

Four years of progressively responsible experience in procurements and contracts.

Knowledge of and ability to implement various types of contracts and methods of contracting for goods and services, and A/E projects.

Knowledge of and ability to apply contracting principles, policies, and procedures to pre-award and post-award actions.

Knowledge of and ability to ensure compliance with requirements, procedures, and special programs (e.g., Local Disadvantaged Business Enterprise [LDBE] and Owner Controlled Insurance Program [OCIP]).

Knowledge of and ability to plan the procurement process.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.


PREFERRED QUALIFICATIONS

A Bachelor's Degree in Procurement, Business Administration, Public Policy, Contract Law, or related field.

Public sector procurement and contracting experience.

Experience using an automated procurement processing system covering procurement-supply chain management.

Certification in Procurement by the Universal Public Procurement Certification Council (UPPCC) or another nationally or federally recognized procurement certification/credential.


EDUCATION

A Bachelor's Degree in any field.


CERTIFICATIONS AND LICENSES REQUIRED

Certification in Procurement by the Universal Public Procurement Certification Council (UPPCC) or another nationally or federally recognized procurement certification/credential within two years of hire, promotion, or placement in the job.


NECESSARY SPECIAL FACTORS

Must maintain required certification.

Must meet in-service and continuing education/training requirements.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
