Security Specialist 1600 Pennsylvania Avenue Contract to Hire Rate: $30-40/hr 65-80k when permanent DOE 1. Task Order Title Security Specialist Background These positions are located in the Intelligence and Security Directorate, White House Communications Agency (WHCA). WHCA provides telecommunications and related support to the President of the United States in his roles as Commander In Chief of the Armed forces, Head of state, and Chief Executive. In addition, WHCA supports the Vice President, White House Senior Staff, National Security Council, United States Secret Service, and others as directed by the White House Military Office. This support includes secure and non-secure voice, record communications, automated data processing, radio and satellite communications, and audio-visual services in Washington, DC and for special facilities at Camp David, Andrews Air Force Base, other permanent locations (classified sites), and Presidential travel missions worldwide. Objectives This Performance Work Statement defines the support for the White House Communications Agency required by the J2, Intelligence and Security Directorate to meet its mission: supporting the WHCA Commander and subordinate commands/directorates as the focal point for physical, technical, information, and personnel security support to WHCA travel and garrison operations. 3.1 Key Personnel Requirements: This PWS requires two full time employees. Each employee will be required to work 1920 hours per year. 3.2 Experience/Qualifications 3.2.1. Each FTE will a minimum of three years experience in all facets of personnel security investigations to include personal interviews, record reviews, outside agency file checks, and evaluation of personnel suitability for assignment to sensitive duties. 3.2.2. Each FTE will have a minimum of three years experience coordinating security requirements for visitors and ensuring that all releases of classified and sensitive unclassified information are in accordance with national security policy. 3.2.3. Each FTE should have a demonstrated proficiency in the protection of classified national defense and other SCI information. 3.2.4. Demonstrate the knowledge of standard personnel security adjudicative guidelines and suitability determination standards to make appropriate Presidential support duty (PSD) personnel determinations. 4.1.3 The government sets overall objectives and responsibilities. Priorities and deadlines are discussed jointly with respective Branch Chief and Director, J2. The contractor plans and carries out assignments, interpreting policies, procedures, and regulations in accordance with established objectives, coordinating as necessary, and resolving most problems that occur. The COR may be consulted in the resolution of unique problems, and is kept informed of progress and potentially controversial situations. Work is reviewed in terms of feasibility, results achieved, and conformance to policies and requirements. 4. Scope and Effect 4.1 Task Area 1: Personnel Security Support 5.1.1 Scope: The Contractor participates in the implementation of DoD directives and regulations pertaining to the protection of Presidential programs and facilities; military personnel, civilian and contractors representing firms approved for the Presidential Support Program (PSP). 5.1.2 Specific Tasks 5.1.2.1 Interpret and implement personnel and industrial security programs within the Agency to ensure compliance with regulatory and policy guidance. 5.1.2.2 Plans, coordinates and conducts all facets of the PSD security selection process. These efforts include but are not limited to: interviews of potential employees, initiation and requesting security clearance investigations, local and national database checks, preparation of final PSD packet for government approval. 5.1.2.3 Implements guidance for accomplishment of the WHCA/WHMO personnel security program governing the granting, suspension, denial, and revocation of security clearance and special access authorizations.
