JOB DESCRIPTIONSummary:The Capital Contracts Specialist performs skilled work in the capital improvement sourcing process includingdeveloping bid documents and bid analysis as well as writing, negotiating, awarding and administering capitalimprovement and other service contracts. Monitors engineering and contractor performance with respect tocontract provisions and leads the resolution of performance issues and/or contract disputes. Serves as liaisonbetween the Purchasing and Engineering Departments to support the Engineering team in developing andadministering Capital Improvement Program (CIP) engineering services and construction contracts.Essential Duties & Responsibilities: Coordinates with key stakeholders the development of the scope and special conditions of standard andcomplex contracts for goods and services, and ensures conformance with Company (AlexRenew) policies, procedures and Federal/State laws, ordinances, rules and regulations. Drafts information and qualification requests and statements of work. Develops, compiles, conducts and monitors advertisements and pre-bid qualification criteria. Conductspre-bid and post-bid award meetings when necessary, walk-throughs, public bid openings and evaluationsof Request for Information, Request for Proposal (RFP), Request for Quote (RFQ), Invitation to Bid (ITB)and Statement of Qualifications for required goods and services contracts. Supports contractor selection process. Counsels stakeholders on the evaluation and selection process. Serves as liaison between the Purchasing and Engineering Departments. Serves as liaison between AlexRenew, Contractors, Consultants and users. Provides consultation and guidance to key contract stakeholders. Negotiates, researches, interprets and explains contract provisions, processes, penalties and complianceterms to users. Oversees adherence to prices, terms and conditions. Resolves discrepancies in contracts; assists in the coordination of renewal or extension of contracts.Monitors contract expenditures and prepares written reports; prepares formal written documents for theCEO/General Manager, Deputy General Managers, Staff, Contractors and users. Generates collaborative solutions, alternatives or options with key contract stakeholders and suppliers toovercome performance challenges. This position does not have formal supervisory responsibilities over other employees. Performs related work as required.Qualification Requirements:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any equivalent combination of training, educationand experience that provides the required skills, knowledge and abilities will be considered. Engineering and/or Construction Management background and/or experience in infrastructure projects ispreferred. Experience with capital improvement design and construction, preferably in a public sector environment. Substantial knowledge of Virginia Public Procurement Act (VPPA) required.Capital Contracts Specialist 2 Strong experience drafting RFPs, RFQs and ITBs and other formal procurement documents for design and construction of capital improvement contracts. Public sector experience is preferred. Experience with construction contracts including Engineering Services, Construction Management, General Contractor, Design-Bid-Build, Design-Build and Job Order Contracting. Knowledge on insurance ad bonding requirements commonly used in public sector construction contracts. Experience with Engineering Joint Contract Documents Committee (EJCDC) engineering and construction contract documents. Strong experience in negotiating terms and conditions for design and construction contracts. Ability to communicate effectively and resolve conflicts both orally and in writing with both internal and external customers. Excellent verbal, telephone and written communication skills. Ability to work effectively and diligently as an individual and team member to resolve complex problems. Ability to maintain effective working relationships with employees, the public and other private and public sector organizations. Ability to work with minimal guidance and supervision. Certification as a Contract Specialist with the National Contract Management Association (NCMA), Certified Professional in Supply Management (CPSM) or related contract or purchasing certification is preferred.
