    Eligible candidates for this position must be able to obtain and maintain a Department of Energy "Q" level security clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. 

    May require infrequent wearing of respiratory protection and other equipment for protection from radiological and hazardous materials.

    Incumbent must obtain and maintain a valid state issued driver's license. Incumbent must possess or be able to obtain a U.S. Government Vehicle Operator License within 30 days of employment and be able to maintain the same.

    To meet the Basic Requirements for the series GS-0018, Safety and Occupational Health Manager you must meet one of the following criteria:

    Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. 

    OR

    Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.  (Note: You must attach a copy of your certification.)

    OR

    Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

    • Managing safety or occupational health program elements.
    • Developing and recommending safety and occupational health policy to higher levels of management.
    • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
    • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
    • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
    • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
    • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
    • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
    • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
    • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse

    In addition to meeting the Basic Requirements listed above, you must also meet the Specialized Experience described below in order to qualify for this position.

    SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Experience reviewing and developing safety and occupational health programs, policies, and procedures; reviewing exercise plans, policies and procedures to determine safety requirements, hazards and resolutions; developing or modifying organizational policies and procedures.

    GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: Experience in analyzing or evaluating new or existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; developing safety occupational programs, policies, and procedures; and managing safety occupational and health program elements.

    1. Knowledge of safety and occupational health concepts, principles, laws, regulations, practices and safety and health management systems sufficient to review, analyze and provide consultation to senior management officials on the regulatory aspects of occupational safety and health programs.
    2. Knowledge of engineering and physical science concepts practices, and principles in a variety of disciplines (e.g., chemical physical and biological) in order to apply those concepts and principles, and experienced judgment, to solve a variety of highly complex technical and regulatory issues.
    3. Skill in serving as a recognized occupational safety and health manager and technical expert in evaluating controversial or novel problems or issues with the potential to seriously impact the health and safety of workers or affect the quality of workplace conditions.
    4. Ability to lead, guide, direct, and advise multi-disciplinary teams engaged in the conduct of assessments and inspections and in the analysis of issues to support legal enforcement proceedings.
    5. Ability to prepare clear and concise written reports relating to complex regulatory issues.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
