For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

You may qualify at the GS-09 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:

• Providing systems and associated data support in the planning, developing, implementing, and administration of systems for the acquisition, storage, and retrieval of data.

B. Possess a Master's Degree or equivalent graduate degree in the field of Information Technology or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree (transcripts required).

You may qualify at the GS-11 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

• Providing systems and associated data support in the planning, developing, implementing, and administration of systems for the acquisition, storage, and retrieval of data.
• Improving software quality, prepare business cases for the application of IT solutions, plan and recommend systems implementation approaches, and lead implementation activities.

B. A Ph.D. or equivalent doctoral degree in the field of Information Technology or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (transcripts required).

You may qualify at the GS-12 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

• Providing systems and associated data support in the planning, developing, implementing, and administration of systems for the acquisition, storage, and retrieval of data.
• Improving software quality, prepare business cases for the application of IT solutions, plan and recommend systems implementation approaches, and lead implementation activities.
• Planning, designing, providing, and implementing of new and improved information solutions.
• Representing an organization as the subject-matter expert (SME) for personnel accountability systems and associated data within the Personnel Accountability business areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level.
