    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

    GS-05:  1 year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in the Federal service.

    DEFINITION OF SPECIALIZED EXPERIENCE:  To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

    Experience working with complex types of hard copy and electronic correspondence, reports, and memorandums; experience filing complex undefined materials; performing extensive research from vague or limited information; indexing materials into hard copy and electronic document management system; preparing an inventory of records to include proper disposition authority; researching determining the proper addresses for mailing; experience determining the most cost effective and time efficient method of mailing packages.

    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows: 4 years above high school.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Human Resources (HR) will review resumes and supporting documentation, to ensure applicants meet the basic qualification requirements. We will evaluate each applicant who meets the basic qualifications on the information provided in the assessment questionnaire.     1.  Knowledge of organization functions and requirements with respect to records retention and disposition.

    2. Knowledge and skill in managing various correspondence and utilizing various electronic records and data management systems.

    3. Knowledge of required processes to properly classify, assemble, sort, and file material of complex subject matter.

    4. Thorough knowledge of the various functions performed within a large number of serviced offices in order to analyze the subject matter of diverse correspondence and forms, and correctly route to the appropriate office.
