The employer is a trade association. Lead the development and periodic updating of a comprehensive strategic public policy plan for card industry issues in collaboration with CPC companies and Regulatory, Communications and Center staff. These plans will be founded upon market data, an understanding of political and public policy trends impacting the payments industry, a mapping of the relevant stakeholders, a review of important financial and business trends, and the identification of the public policy proposals and programs for the CPC to develop and/or facilitate. Implement the strategic plan for the CPC, working collaboratively with other GR, regulatory, and communications staff. This includes directing the resources of consultants to accomplish the goals. Engage with members of Congress, the Administration, and key regulatory officials (and their staffs) on a frequent and regular basis, working in concert with other GR and regulatory staff. Act as an Association spokesperson for media on CPC issues. Advise executive leadership on legislative and regulatory issues on payments matters and present, upon request, briefings for Association member banks, officers and the Board, and state bankers associations. Work in partnership across Association functions and issue areas. Coordinate with other US-based associations and partners to advance the priorities outlined in the CPC strategic plan and direct coalition building activities. Build alliances that advance industry objectives. Direct and manage all aspects of the CPC budget. Manage a team of external consultants. Responsible for membership in recruitment and retention of payment member companies. A minimum of 10 years of relevant experience. Advocacy experience at the Congressional and Administration level is critical. Experience working in the payments industry or related industry is a plus. College degree required. Must have a proven record of accomplishment in leading strategic, comprehensive, and proactive public policy initiatives. A working understanding of the payments industry legislative and regulatory issues with superior management and coalition building skills is essential to success. Ability to collaborate effectively with CPC member companies and Association employees at all levels of the organization. Ability to understand complex financial services information and synthesize information for general audiences. Ability to develop and implement strategic plans for accomplishing the priorities of the Association Card Policy Council. Significant knowledge of the Dodd-Frank Act and its impact on the payments industry. Understanding of the CFPB, Federal Reserve, Federal Trade Commission, and other regulatory authorities as it relates to payment cards and payments. Excellent interpersonal skills and the ability to persuade others. Exceptional teambuilding and leadership skills. Outstanding oral, written, and presentation skills. Ability to develop and manage departmental budget. Excellent analytical and organizational skills. Ability to manage multiple projects at one time.
