SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band NQ-01/GS-7 for the NQ-02 level or NQ-02/GS-12 for the NQ-03 level.

NQ-02: Specialized experience for this position is defined as: Experience applying analytical methods in order to assist in conducting various studies of mission-orientated programs and coordinating, researching, and analyzing information in order to provide technical advice and to recommend solutions.

Examples of specialized experience:

  • Experience providing assistance with a variety of analytical/special study work and program management functions in support of organizational or operational goals, objectives, and initiatives; 
  • Experience making recommendations regarding planning, organizing, and coordination of programs;
  • Experience participating in studies and assessments to assist management support management decisions within an organization’s major programmatic areas;
  • Experience conducting interviews with supervisors, employees and other stakeholders to obtain information about organizational missions, functions, and work procedures;
  • Experience analyzing or evaluating findings and writing conclusions in various reporting formats. 

NQ-03: Specialized experience for this position is defined as: Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.

Examples of specialized experience:

  • Experience utilizing management and organizational procedures to perform a wide variety of analytical studies and projects related to program improvement, productivity improvement, and/or long-range planning of program operations.
  • Experience providing program support and guidance to senior officials concerning organizational activities and/or management processes.
  • Experience applying pertinent laws, regulations, policies and precedents affecting the use of program operations.

NQ-02 KSA's:

  • Knowledge of and skill in application of principles, concepts and practices of program analysis, to include a high level of competence in application of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
  • Knowledge and skill in application of laws, regulations, and NNSA/DOE policies governing scientific research, development, and production pertaining to nuclear security programs. Level of knowledge must be sufficient to analyze, coordinate, and make recommendations on program goals, resource requirements, performance measurement, and vulnerabilities in program management.
  • Ability to effectively communicate, and to prepare and deliver recommendations and guidance to program officials at management briefings.

NQ-03 KSA's:

  • Expert knowledge of and skill applying principles and methodologies of program analysis sufficient to analyze changes in program priorities and resource limitations, adjust program plans and activities, design, manage, and improve management systems and processes.
  • Advanced knowledge of quantitative and qualitative methods for assessing the effectiveness of administrative, and management programs, to develop new procedures and approaches resolving significant issues, problems and to improve program effectiveness.
  • Comprehensive knowledge of strategic plans and organizational goals sufficient analyze to make recommendations.
  • Ability to present facts, recommendations and conclusions in a concise, logical, and methodical manner, to prepare complex reports and briefings, and to communicate with various multi-sites management levels.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

You must meet all qualifications and eligibility requirements at the time of application.

NQ-02: You must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ-01 or GS-07 grade level.

OR

You may substitute the completion of two full years of graduate education or all the requirements for a master's (or higher) degree in a field directly related to analysis work (e.g. business administration, human resources, accounting, finance, or similar) for specialized experience requirement for NQ-02. Such education must demonstrate the knowledge, skills and abilities necessary to perform the work of the position. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience may be used to meet total experience requirements.

You may substitute a Master's degree or 2 full years of graduate education in any field or a L.L.B. or J.D., degree for the experience required at the GS-09 grade level.

NQ-03: For this position education cannot be substituted for experience.
 
Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
