Basic Requirements: Applicants must meet A. and B. OR C. OR D. below:
A. 4 years of experience in contracting or related positions (at least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-12 level) AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit transcripts.)
OR
C. You are a Federal employee who has works in a 1102 series position at GS-13 or above since January 1, 2000 without a break in service.
OR
D. You do not meet A., and/or B. above and wish to be considered for a possible waiver based on your professional contracting experience. The senior procurement executive of the hiring agency, at his or her discretion, may waive any or all of the requirements in paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

A. Possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that included experience such as:
- Applying contracting theories, principles, and practices to provide a wide range of contracting services that enhance the agency's ability to acquire essential systems, supplies and technical services under terms and conditions favorable to the Government.
- Utilizing Federal rules, regulations, and policies governing the acquisition process such as the FAR and HHSAR in order to ensure that the agency complies fully with all pertinent regulatory and policy requirements.
- Executing all functions required for the planning, solicitation, negotiation, award and administration of complex acquisitions which may involve multi-year requirements and successive stages.
- Demonstrating use of best business practices relevant to market conditions to acquire the systems, services, and supplies needed by the Agency to accomplish program objectives.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
This position requires specific coursework and/or a degree to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section. If the transcript(s) does not clearly demonstrate this you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
