Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.

Selective Placement Factor:
  • You must have demonstrated experience negotiating collective bargaining agreement(s) covering subjects with nationwide or multi-office impact
GS-14: In addition to the qualifications above, you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Interpreting complex legislative and regulatory and policy, providing guidance to management on applying new developments to problems not susceptible to treatment by current and/or accepted methods as it relates to employee relations and labor relations;
  • Reviewing Agency employee relations policies and procedures to ensure consistency in their application and recommending modifications, determining areas of procedural and regulatory deficiencies, significant issues and concerns, and developing strategic goals and providing recommendations for change;
  • Analyzing and resolving particularly complex and sensitive employee relations problems and issues such as those involving conflicting laws or other requirements and those involving vague and untested areas of case law;
  • Assessing the impact and implication of pending disputes before third party authorities. Recommending case strategies that have agency-wide issues pertaining to the impact of negotiations and third-party decisions on management rights;
  • Providing labor relations advice on strategic plans and complex organization issues such as multiple reductions in force, outsourcing, reconfigurations of mission workload, and union representation issues. Developing valid techniques for measuring an Agency labor relations program.
