    TheGS-13 salary range starts at $96,970.00 per year.

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

    To qualify, you must possess all of the following:

    1. Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least the initial professional law degree (J.D.); and
    2. Bar Membership: You must be an active member of the bar; in good standing of a State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico ; and
    3. Experience: Applicant must have at least 3 years of relevant legal experience commensurate with the duties and responsibilities of the position, with an emphasis on litigation in at least one of the following areas: government contracts, construction, or leasing.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Applicants will be rated according to qualifications, general experience, specialized experience, demonstrated ability and willingness to meet requirements of position, and demonstrated interest in the practice area.  Eligible candidates are evaluated on their resume to access their overall possession of the competencies/knowledges, skills, and ablilities listed below.  

    1. Knowledge relating to litigation of cases before the Civilian Board of Contract Appeals or another Board of Contract Appeals, protests before the Government Accountability Office, utility rate case proceedings before Public Service Commissions, and other litigation matters before administrative tribunals or the Federal courts.

    2. Knowledge of the law of Government contracts, including experience as an attorney with preference for specialized experience/familiarity with contract disputes.

      2a. Skill in applying legal concepts and technical skills in the area of contacting, negotiations, and litigation, including skill at conducting pretrial activities and trial examination of witnesses. 

    3. Knowledge of the Contract Disputes Act of 1978, the Administrative Procedures Act, GSA's organic authorities contained in Title 40 fo the U.S. Code, Federal Acquisition Regulation, GSA Acquisition Regulations, Subchapter D of the Federal Property Management Regulations, Federal Rules of Civil Procedure, Federal Rules of Evidence, Office of Federal Procurement Policy Act, Competition in Contracting Act.

    4. Skill in applying legal theories to factual issues, including skill in conducting legal research.

    5. Knowledge of various laws, regulations, Executive Orders and OMB Circulars which affect real property activities.
