    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Specialized experience is defined as experience in two or more Human Resources Management functions to include: employee/labor relations; staffing and recruitment; performance and position management; data analysis, report reviews, and/or training and employee development. 

    Education cannot be used to substitute for experience at this grade level.

    Category A Best Qualified  - Meets the basic qualification requirements for the vacancy and has successful experience in the same or similar job that has demonstrated superior proficiency in applying critical competencies required by this position to work of increased levels of difficulty and complexity.

    Category B Well Qualified  - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position.

    Category C Qualified  - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.

Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.

    Oral/Written Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes In a clear, concise, organized, and convincing manner for the intended audience.

    Planning & Evaluation - Organizes work, sets priorities, requirements; and determines short and long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

    Knowledge Management - Knowledge of the value of collected Information and the methods of sharing that information throughout an organization.

    Technology Application and Management - Uses machines, tools, Instruments, equipment effectively; uses computers or and computer applications to analyze and communicate information in the appropriate format. Keeps up-to-date on technological developments. Makes effective use of technology to achieve results.
