  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Information Technology Level 3. Certification is required within 24 months of appointment.
  • Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Review and evaluate security incident response policies; and identify need for changes based on new security technologies or threats.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include:
    Review proposed new systems, networks, and software designs for potential security risks
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide guidance, assistance, and coordination to ensure the proper and timely implementation of IT security standards for systems both under development and already deployed.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolve integration issues related to the implementation of new systems within the existing infrastructure

    In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: Performing as a functional lead for network, platform and application level cybersecurity vulnerability detection and implementation/execution of activity monitoring tools and techniques.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

    The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

    Position has been designated as a Cyber IT/cybersecurity Workforce position in specialty area 61 as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF program requirements of SECNAVM-5239.2 which include:
    Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
    Per SECNAVINST 1543.2, Cyber It/CSWF individuals shall participate annually in 40 hours of continuous learning (CL) activities to be documented in a current individual development plan (IDP) signed by both the employee and supervisor.

    Generally, current Federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and pay band requirements must be met by the closing date of this announcement and clearly documented in your resume.
