  • This position requires an Information Assurance (IA) IAM (Level III) certification within six months of entering the position.
  • To qualify for an IT Program Manager (APPSW), your qualifications must include:

    A. Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:
    • Experienced in supervising and coordinating technical and administrative agency critical enterprise systems leveraged by the agency, Major Subordinate Commands (MSC), DoD Agencies/Services and agency strategic partners in support of the agency's mission.
    • Responsibility for ensuring IT services rendered include providing cost-effective, efficient, customer focused IT solutions designed to move AISs into a virtual enterprise; provides application design, data administration, application administration, agile development, integration, and rapid implementation services while ensuring a posture that supports continuity of operations (COOP).
    • Experienced in leading cloud computing (IaaS, PaaS, SaaS) migrations, solutions, and capability rationalization/consolidation initiatives.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
