Current Career/Career Conditional U.S. Census Bureau Employee: This is a competitive temporary promotion opportunity not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion.
Non-Current Career/Career Conditional U.S. Census Bureau Employee: This position will be filled as a Temporary Appointment not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion.
A trial period may be required.
This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval and as determined by agency policy).
This is a BARGAINING unit position.

This is an open continuous announcement. The initial cutoff date for referral is December 6, 2018. After this date additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates of the U.S. Census Bureau through June 28, 2019.
Specialized Experience: For the GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes editing correspondence, drafting responses to program management inquiries on the effectiveness and efficiency of program operations. Conducts studies of work processes and provides recommendations to managers. Generates reports, analyze and evaluate data using software tool applications such as MS Word, Excel, Access or Primavera.
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a Program Analyst.
Specialized Experience: For the GG-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes experience with identifying issues in program operations using quantitative and qualitative methods. Conducts studies on operating programs and analyzes findings to make recommendations to managers. Generates reports using data summaries. Researches practices for application to programs or operations.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with knowledge, skills, and abilities to perform the work of a Program Analyst.
Specialized Experience: For the GG-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes conducting detailed analyses of complex functions and work processes related to the effectiveness and efficiencies of program operations to make recommendations. Develops new methods for program operations and provides solutions to difficult problems that do not have readily available precedents. Generates reports and conducts studies to advise managers on methods, procedures, and surveys.
Education cannot be substituted for experience at this grade level.
