Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS-14, in the federal government. Specialized experience is defined as: Experience such as managing and building large budgets, oversight of multimillion dollar contracts, management and oversight of liaison functions, and management of business office functions to include: travel, training, and reporting.
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
- Financial Management: Expert knowledge and mastery of Agency budget, accounting, and financial policies, processes, and requirements, including those pertaining to budget formulation, presentation, and execution, and financial analysis and reporting.
- Contract Management: Knowledge of capital planning and investment cycles, processes, and tools in order to work with stakeholders to establish priorities related to contracting services and procurement.
- Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
- Written Communication: Highly developed writing skills in order to write policy and recommendation papers and to effectively communicate issues.
- Oral Communication: Skill in oral communication, in order to provide liaison between multiple Agency offices and contractors in order to identify key issues, convey constraints and integrate efforts and experience communicating information to senior management officials.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
