    Current Career/Career Conditional U.S. Census Bureau Employee:  This is a competitive temporary promotion opportunity not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion. 

    Non-Current Career/Career Conditional U.S. Census Bureau Employee: This position may be filled as a Temporary Appointment not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion.

    A trial period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses may be paid.

    This is an open continuous announcement. The initial cutoff date for referral is December 6, 2018. After this date additional referral list will be created as vacancies are available.  This announcement covers multiple positions within the various Directorates of the U.S. Census Bureau through June 28, 2019.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    AND

    Specialized Experience: : For the GG-07 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal services. Experience for this position includes assisting with translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; assisting with business process reengineering; assisting with building test plans, scenarios, and scripts to assess information systems against functional requirements; consulting with customers to define or refine functional requirements; implementing some phases of the software development life cycle; implementing process improvement standards; assisting with system and application integration; applying some project management techniques; communicating technical information in person and in writing to a variety of audiences and, working on projects requiring interpersonal, group and customer-service related skills.

    OR  

    Education: 1 full year of graduate level education or superior academic achievement.

    For GG-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal services. Experience for this position includes translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; assisting with business process reengineering; building test plans, scenarios, and scripts to assess information systems against functional requirements; Experience consulting with customers to define or refine functional requirements; implementing some phases of the software development life cycle; implementing process improvement standards; experience with system and application integration; applying project management techniques; experience communicating complex and technical information in person and in writing to a variety of audiences; working on projects requiring interpersonal, group and customer-service related skills.

    OR

    Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

    For GG-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Experience for this position includes translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; experience with business process reengineering; building test plans, scenarios, and scripts to assess information systems against functional requirements; consulting with customers to define or refine functional requirements; implementing all phases of the software development life cycle;  implementing process improvement standards ; experience with system and application integration; applying project management techniques; communicating complex and technical information in person and in writing to a variety of audiences; working on projects requiring strong interpersonal, group and customer-service related skills. 

    OR

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

    For GG-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal services. Experience for this position includes translating business requirements into a system or inter-networking design; performing customer needs analyses to define new or improved business process solutions; experience with business process reengineering; building test plans, scenarios, and scripts to assess information systems against functional requirements; experience consulting with customers to define or refine functional requirements; implementing all phases of the software development cycle; Experience implementing process improvement standards; experience with system and application integration; applying project management techniques; communicating complex and technical information in person and in writing to a variety of audiences; working on projects requiring strong interpersonal, group and customer-service related skills.

    EDUCATION CAN NOT BE SUBSITUTED AT THIS GRADE LEVEL.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
