    To qualify at the GS-13 grade level:  Applicants must have at least 52 weeks of specialized experience that is equivalent in difficulty and complexity to the GS-12 grade level in the Federal service.

    Specialized experience is defined experience (1) interpreting and applying recruitment strategies to consult with and advise managers; (2) conducting job analysis, developing crediting plans, and evaluating qualifications for candidate referral; (3) utilizing automated staffing systems (i.e. Monster, USAStaffing); (4) calculating and setting pay for internal and external selections; and (5) coding and processing personnel actions.

    There is no substitution for education at the GS-13 level.

    Evaluation Factors - All qualified applicants will be evaluated on the following key competencies:

    Oral and Written Communication: Uses correct English grammar, punctuation, and spelling to communicate information in a clear, succinct and organized manner.  Composes written information, which may include technical material, that is appropriate for the intended audience.  Makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 

    Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.

    Technical competence:  Demonstrates skill in recruitment, merit staffing, delegated examining and non- competitive hiring authorities; shows knowledge of occupational design of assigned organizations to advise on career pattern and qualification requirements; assists management with segments of recruitment strategic planning; and serves as an advisor to agency managers on the full range of recruitment and staffing options.

    Self-Management: Sets well defined and realistic personal goals; displays a high level of motivation, initiative, effort, and commitment towards timely completion of assignments with minimal supervision.

    Interpersonal Skills:  Maintains ongoing working relationships with management, employees, internal or external stakeholders, or customers. Remains courteous when discussing information oreliciting sensitive or controversial information from people who are reluctant to give it.

    Problem Solving - Uses logic to identify alternatives to solve complex or sensitive problems. Anticipates problems, and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
