Basic Requirements: Bachelor's degree (or higher degree) or a degree with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
EXPERIENCE: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-3), equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience includes experience in a wide variety of work, requiring technical expertise to handle the demands, goals or objectives to provide foreign negotiations and policy support while advising as a principal advisor to Senior leadership on all matters relating to international affairs. Note: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert ability to perform work requiring professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations. Extensive knowledge of international agreement policies and principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance. Ability and experience to plan and implement an Air Force foreign international agreement program and to understand and work effectively with an industry export compliance program.
2. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop project standards covering complex program functions or missions of the organization. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques.
3. Expert knowledge of wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the AF, or in measuring and evaluating organizational accomplishments to include used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact international affair objectives both operationally and strategically. Ability to review complex technical material and analyze the impact of foreign affairs or international agreements to foreign entities.
4. Expert and mastery knowledge of a wide range of international affairs and security concepts, principles and practices, including technology transfer, industrial security, and information security related to DoD and major weapon system acquisition programs. Expert ability to integrate, analyze and summarize a wide variety of general Air Force and specific foreign operations, politico-military affairs, technologies used in military Command and Control systems, information and industrial security processes for classified material handling, and general management practices.
5. Expert ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. Strong, adaptable communication skills, including the ability to speak strategically with senior leaders and functionally with technical subject matter experts on foreign affairs and international agreements to various audiences, to include U.S. and foreign staff, management, senior executives, and corporate officers.
6. Ability to plan, organize work and direct team study work to meet deadlines and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
