SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as serving as a policy advisor on global oil and natural gas issues, including exploration and development, processing, pipelines, refining, and energy market fundamentals.

- Knowledge of the energy industry, especially the natural gas and petroleum industry. Extensive knowledge of the global oil and natural gas industry across all portions of the value chain, including exploration and development, processing, pipelines, refining, and energy market fundamentals.
- Skill in initiating, planning and completing in-depth economic and marketplace studies for U.S. and international oil and natural gas.
- Ability to serve as an expert analyst in order to determine strategic international engagement.
- Knowledge of planning, programming, project management techniques, guidelines and processes sufficient to define issues and problems, manage and coordinate work, plan and conduct extensive studies, and provide analytical advice related to global oil and natural gas development.
- Skill in planning, organizing, researching, and applying qualitative and quantitative analytical methods to carry out the Division’s international oil and natural gas engagements. These analyses could include one or more of the following: domestic resources, technical recoverable reserves, commercial activity, regulatory environment, environmental considerations, commercial terms, and barriers to investment.
- Skill in written and interpersonal communications. Communicates technical information in reports, papers, and presentations, and presents findings and recommendations to senior executives, managers, and foreign government officials, industry representatives, and the public.
