IT-related experience must demonstrate each of the four competencies listed below:

- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
- You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-14 level in the Federal Government performing the following types of tasks: providing leadership and guidance in the development and implementation of strategies, policies, guidelines, and procedures for an organization's IT program; assessing the organization's policy needs with respect to desired technologies and providing policy and implementation guidance; writing reports, proposals and/or white papers specifically addressing strategic IT issues; presenting technology development and application issues to senior-level management; and planning and organizing the completion of IT projects that includes coordinating and/or overseeing others.
