TRAVEL REQUIRED:

Occasional travel - Travel to Africa, Europe, and locations in the United States is required. Travel is up to three to four weeks annually and less than 30 consecutive days.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • U.S. Citizenship is required.
  • One year probationary period, unless excepted by regulation.

    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

    Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

    Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

    • Experience assessing the relevancy and implications of global, social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy in African geographic or functional specialty areas.
    • Experience using qualitative or quantitative methods to analyze, assess, and improve program effectiveness.
    • Experience locating and compiling information for reports and briefings for use by senior management officials.
    • Experience with grants and/or contract management.

    There is no substitute of education for specialized experience for the GS-12 position.

    Applicants applying for the GS-13 grade level must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:

    • Experience assessing the relevancy and implications of global, social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy in African geographic or functional specialty areas.
    • Experience using qualitative or quantitative methods to analyze, assess, and improve program effectiveness.
    • Experience planning and conducting studies, and preparing formal written reports and oral presentations with findings and recommendations to senior officials.
    • Experience with grants and/or contract management.

    There is no substitute of education for specialized experience for the GS-13 position.

    Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

    • Knowledge of the theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the development and implementation of U.S. foreign policy specific to African and functional specialty areas.
    • Knowledge of general principles of program management and administration, systems analysis and design, and management information.
    • Knowledge of grants and/or contract management.
    • Skills in oral and written communication to prepare and present analyses, provide guidance, solicit information, present proposals, and negotiate agreements.
    • Ability to use a wide range of qualitative and quantitative methods to analyze, assess, and improve program effectiveness.
    • Ability to establish liaison at all levels throughout the foreign policy and intelligence communities.

    Qualified candidates are assigned a score between 70 and 100.  Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.

    If, after reviewing your resume and self-assessment questionnaire responses and a determination is made that you have inflated your qualifications and/or experience, a score will be manually determined that reflects your documented experience.  This may result in a lower score, which may also eliminate you from consideration for this position.
