Performs advanced-level professional duties and supervises a group of staff providing employment and case management services. Supports the performance management of federal workforce programs along with other grant funded employment programs. Develops and administers consistent policies, procedures and best practices to ensure compliance with federal, state and local regulations. Participates in the submission of responses to requests for proposals from a variety of sources. Prepares responses to program and financial audit findings. Provides direction, guidance and training on new initiatives and other federal and state policies and best practices to staff. Identifies service delivery gaps and takes action to improve operations. Tracks, manages, and analyzes data and performance. Position requires travel throughout Fairfax County, and, on occasion, out of town.

Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree plus four years of professional human services or related work experience.
LICENSES AND CERTIFICATIONS REQUIRED:
Virginia Workforce Development Professional Certification (required within 12 months of appointment).
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry and a driving record check to the satisfaction of the employer.

This position is designated as Emergency Service Personnel. As such, appointee will be required to work as essential personnel in the event an emergency situations is declared.

PREFERRED QUALIFICATIONS:
  • Knowledge of the Workforce Innovation and Opportunity programs performance measures and quality standards.
  • Knowledge of social, economic, health, and cultural factors that can serve as barriers to employment.
  • Knowledge of labor market conditions and job development techniques.
  • Clear and concise oral and written communications skills.
  • Knowledge and experience with process improvement strategies, data management and the Virginia Workforce Connection.
  • Bilingual in English and Spanish, Arabic, Farsi, Vietnamese, and/or Korean.
PHYSICAL REQUIREMENTS:
Sufficiently mobile to attend meetings and events outside the office. Ability to use automated technology. All duties performed with or without reasonable accommodations.
