Position Information

Arlington County's Transportation Engineering & Operations Bureau (TE&O) within the Department of Environmental Services (DES) is seeking a Design Engineer with experience in traffic signal design. This position will be part of the Intelligent Transportation System (ITS) group in TE&O. The primary function of ITS is to manage the County's Signal and Streetlight system.

The ITS unit is responsible for maintaining 296 traffic signals along with growing ITS infrastructure and approximately 7,350 streetlights, which can be controlled from the central system. The unit also tracks/reports outages for ~11,300 Dominion Power (DP) streetlights. The team performs the design, construction, inspections, maintenance and operation of County ITS, traffic signals, and streetlights programs.  The ITS group is also responsible for a portfolio of 30-40 capital projects comprising $30M in value at any given time.

Specific duties include:

  • Assisting with the execution of Signal Capital Improvement Project (CIP) program, including scoping, design, and construction, etc.
  • Designing signage and pavement marking plans, maintenance of traffic plans, and other traffic engineering tasks;
  • Creating progress reports, technical memorandum, and specifications;
  • Developing traffic signal designs and timing schemes for urban multimodal operation;
  • Conducting field investigations to resolve design issues where Right-of-way (ROW) and traffic impacts must be assessed;
  • Reviewing engineering plans to ensure compliance with County and state standards and guidelines;
  • Conducting quality review of decisions and work performed by Engineering Technicians and/or consultants;
  • Developing guidelines for installation of traffic control devices to assist technicians in applying engineering best practices to ensure safe and consistent application in the public ROW; and
  • Assisting with the Bureau's and ITS team's strategic planning efforts.
The successful candidate will have excellent communication skills and be able to make technical language comprehensible to other DES colleagues and Departmental staff. The employee in this position will have excellent writing skills and be able to produce presentations, technical reports, master plans, RFPs, and compliance reports.

Selection Criteria

(Project Engineer / Journey level): Bachelor's degree in Civil Engineering plus two years of professional civil engineering experience performing signal design and/or utility operations, including experience using AutoCAD (or similar design) software for signal design projects.

(Senior Engineer / Senior Level): A Bachelor's degree in Civil Engineering plus significant progressively responsible civil engineering experience performing signal design and/or utility operations, including at least 2 years' experience using AutoCAD (or similar design) software for signal design projects.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:

  • Licensed as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Familiar with federal transportation regulations such as MUTCD, AASHTO, and other state standards;
  • Public infrastructure project and contract management experience;
  • Experience in ADA ramp design and drainage;
  • Knowledge of asset management software such as Cartegraph or similar software;
  • Knowledge of signal design and developing signal/pavement marking plans; and/or
  • Proficiency in AutoCAD, Microsoft Word, Excel, and Access.

Special Requirements

Applicant must possess, or have the ability to obtain, a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

Additional Information

Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.

Candidates who possess a Professional Engineer License are also eligible to receive PE premium pay.

Since this class describes multiple levels of work, a special broadband pay range has been established to compensate work at any/all levels. Individuals encumbering positions within this class of work are compensated and move through the pay band based on a combination of level of work assignment and performance. The pay band does not differentiate specific pay ranges or caps within the band for entry, journey and senior level engineering work.
