Applicants are expected to possess the Knowledge, Skills and Abilities (KSAs) listed below to qualify for this position. 1) Knowledge of laws, policies, and regulations of the Rehabilitation Act and Workforce Innovation and Opportunity Act (WIOA).
2) Ability to gather, assemble, consolidate and analyze data, draw conclusions and devise solutions to complex problems, including the ability to develop and use web-based applications to collect, analyze and summarize large sets of programmatic data needed for program and grants management.
3) Knowledge of data systems development and usage, with special emphasis on scheduling, integration, reporting and control required to generate and analyze new evaluation and measurement approaches.
4) Knowledge of program management and evaluation principles, concepts, and techniques sufficient to provide leadership in the management, assessment, and improvement of program operations and management systems.
5) Ability to communicate complex information orally through formal and informal presentations using effective materials tailored to the audience needs and technology as appropriate, in a professional, confident, clear and engaging manner.
Specialized Experience for the GS-15
One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1. Experience designing and conducting quantitative and qualitative analyses of the effectiveness of program operations and making oral and written presentations on research and analyses to senior management.
2. Experience analyzing and evaluating program operations, evaluating and advising on organization methods and procedures used in programs and analyzing management information requirements.
3. Experience analyzing, developing and partnering with customers, evaluating new or modified program or management policies, regulations, goals or objectives; and developing systems or procedures for assessing the effectiveness of a program or management processes.
